Center for Rockland Codes Investigations
Welcome to the Department of Health, Center for Rockland Codes Investigations (RCI)
The Rockland County Department of Health, RCI program is responsible for the enforcement of housing hygiene and occupancy regulations pursuant to the Rockland County Sanitary Code. The RCI Program investigates all residential housing complaints, including allegations regarding single family dwellings, multiple dwellings, rental properties, and owner-occupied premises. RCI also regulates the County's Body Art studios and Tobacco Program.
Rockland County's Healthy Neighborhoods Program works as a companion program to our RCI housing program. Healthy Neighborhoods offers outreach, education, and products (such as smoke and carbon monoxide alarms, cleaning kits, etc.) ensuring home environments are safe, clean and healthy.

Housing/MDRR
The RCI/Housing program is responsible for the enforcement of housing hygiene and occupancy regulations pursuant to the Rockland County Sanitary Code. RCI investigates all residential housing complaints, including allegations regarding single family dwellings, multiple dwellings, rental properties and owner-occupied premises. RCI also regulates the Multiple Dwelling Rental Registry (MDRR).
Complaint Investigations
It is the mission of RCI to fairly and impartially enforce the codes and other ordinances of Rockland County. Our goal is to ensure compliance for a safe and desirable living and working environment, thereby protecting the health, property and quality of life for all Rockland County residents.
RCI Lead Program
The RCI Lead Program is an integral part of the Rockland County Health Department's Lead Poisoning Prevention Program.
Tobacco Program
The Clean Indoor Air Act, ATUPA and the Multiple Dwelling Smoking Policy -
- The Clean Indoor Air Act (CIAA) provides legislation to minimize exposure to excessive levels of second-hand smoke.
- ATUPA (Adolescent Tobacco Use Prevention Act) provides programs designed to prevent the sale of tobacco products to minors.
- The Multiple Dwelling Smoking Policy provides for the enforcement of the local law that regulates smoking in multiple dwellings.
Body Art
The purpose is to permit and inspect body art facilities, as well as minimize the risk of infection inherent in tattooing and piercing procedures.
Healthy Neighborhoods Program
The Rockland County Healthy Neighborhoods Program (HNP) offers home visits to identify and discuss health and safety issues for eligible residents including low-income residents, seniors, and at-risk families.
Using home visits or group presentations, we discuss fire safety, carbon monoxide safety and cooking safety, and provide free products to help address these issues, such as smoke alarms and carbon monoxide alarms.
