The Agricultural and Farm Protection Board's mission is to advise the County Executive and Legislature on the proposed establishment, modification or termination of any agricultural district and agricultural initiatives. The board reviews sub-division proposals that may affect agricultural land and approves and revises the Farmland Protection Plan. It may request that the NYS Commissioner of Agriculture & Markets intervene in disputes between agriculture producers and government agencies. The board provides public education related to the benefits of preserving and promoting the environmental, cultural and economic aspects of agriculture. The board is comprised of several representatives from local farms, County legislatures, Cornell Cooperative Extension staff, SWCD board members and more working together to establish an Agricultural District in Rockland County.

The Rockland County Community Services Board (CSB) advises the Department of Mental Health and the Office of the County Executive in the Department’s work to plan, develop and oversee services for people with mental health concerns, intellectual and other developmental disabilities, and substance use disorders. In addition, there are three (3) subcommittees to the CSB, one (1) in each service area: (1) mental health, (2) intellectual and other developmental disabilities, and (3) substance use disorders.
The CSB consists of 15 members who have demonstrated an interest in behavioral health related services and/or who represent the community interest in all the problems of people with behavioral health related disabilities and include representatives of agencies that provide behavioral health services.

The Rockland County Environmental Management Council (EMC) was established by the Legislature in 1973. The EMC is comprised of a volunteer board representing the five towns (13-member board with at large members). They bring a variety of expertise and experiences from fields such as academia, non-profit, engineering, geology, business, marketing, public communications, and technology. They are appointed by the County Executive, confirmed by the Legislature, and sworn in by the County Clerk. The EMC works in a non-partisan, non-adversarial manner to support environmental improvement within the system. The Rockland County Fire Advisory Board (RCFAB) is a voluntary organization sponsored by Rockland County to advise our County Executive and Legislature on issues of concern to persons and groups that serve our community by providing voluntary fire protection services. In addition, each June, the RCFAB sponsors the Interfaith Memorial Service to honor and remember those we have lost from the voluntary firefighting community over the past year.

The Home Improvement Licensing Board is comprised of 11 members to include representatives with the expertise in various construction and other skilled trades in Home Improvement. Their purpose is to ensure that Home Improvement licenses are issued only to those who demonstrate his/her credentials and knowledge in the various categories of Home Improvement. The Board also investigates complaints against Home Improvement contractors to include the examination of workmanship as well as violations of the Rockland County Home Improvement law.

Authorized by Title III of the Superfund Amendments and Reauthorization Act (SARA), the Emergency Planning & Community Right-to-Know Act (EPCRA) was enacted by Congress as the national legislation on community safety. This law is designed to help local communities protect public health, safety, and the environment from chemical hazards.
To implement EPCRA, Congress requires each state to appoint a State Emergency Response Commission (SERC). The SERCs are required to divide their states into Emergency Planning Districts and to name a Local Emergency Planning Committee (LEPC) for each district.
Broad representation by fire fighters, health officials, government and media representatives, community groups, industrial facilities, and emergency managers ensures that all necessary elements of the planning process are represented.

The Commission's primary goal is two-fold: to protect the natural resources and landscape of Rockland County through preservation of open space dedicated as County parkland and to help develop policies for the operation and utilization of the Rockland County Parks System.

The board is comprised of a diverse group of county residents. It includes engineers, attorneys, contractors, and retirees. The Planning Board members serve in an advisory capacity to the Commissioner of Planning with regard to the reviews undertaken by the Department of Planning as required under New York State General Municipal Law (GML).
The Rockland County Planning Board advises the Commissioner of Planning, the County Executive and the County Legislature in matters relating to planning and shall have and exercise such other and related duties required by them. In addition, the Board advises the Planning Commissioner in matters related to comprehensive metropolitan, regional, county, and municipal planning.

The Rockland County Soil & Water Conservation District (SWCD) formed in 1965. The SWCD is a political subdivision of the Rockland County Division of Environmental Resources with a board of directors representing the five towns in Rockland, currently being served by the Highway Superintendents from each town. They are appointed by the County Executive and confirmed by the County Legislature. The SWCD is responsible for developing Soil and Water Conservation District programs to protect and conserve soil, water, prime and unique farmland, wildlife, energy and other renewable resources to meet the needs of the local land user on non-federal lands.
The Board of Directors consists of the five town Highway Superintendents who serve together to promote SWCD programs via implementation of community science, environmental education, green infrastructure, flooding projects, and water quality research programs. Each board member serves for the duration of their civil service term unless they opt out or a predecessor opts to continue serving through their retirement. This board also plays an advisory role, which depends on and is facilitated by having interested parties express issues to this forum.

The mission of the Rockland County Traffic Safety Board (TSB), founded in 1979, is to save lives, prevent injuries and reduce traffic-related health care and other economic costs. The TSB develops, promotes, and strives to implement effective educational, engineering and enforcement programs, directed towards ending preventable tragedies, while seeking to reduce safety-related economic costs associated with vehicle and highway travel.
The Board consists of 20 members. There are presently 3 vacancies. The Chair is Chief Theodore Brovarski and the Co-Chair is Retired Chief William Barbera.

The Rockland County Youth Bureau Advisory Board, created in 1974, provides a link between the NYS Office of Children and Family Services Division of Youth and Rockland County government. Our 15-member board consists of youth and adult members who work together to advocate for youth, for the development of services and strategies that address locally identified youth problems and needs, and for responding to opportunities to address those needs.
