Public Involvement
A series of four public workshops were held for the Comprehensive Plan project. The purpose of the first workshop, held in December 2009, was to introduce residents and stakeholders to the Comprehensive Plan update, to involve them in the process, and to encourage them to share their preliminary thoughts and ideas. Attendees were asked to identify opportunities and issues in the County that they thought should be addressed in the Comprehensive Plan. Subsequent workshops were held in April, June, and September of 2010. The purpose of these workshops was to solicit input from residents and stakeholders regarding the Comprehensive Plan's content and process, and to encourage the sharing of ideas. Attendees participated in roundtable discussions of specific draft chapters at each workshop.
A Public Scoping Session for the Comprehensive Plan was held in May 2010. The Scoping Session offered residents the opportunity to identify topics to be covered in the Draft Generic Environmental Impact Statement (DGEIS). A DGEIS is required for Comprehensive Plans under the New York State Environmental Quality Review Act (SEQRA).
The final opportunity for public input was at the Public Hearings for the Draft Comprehensive Plan and the DGEIS in December 2010. The Comprehensive Plan Public Hearing solicited comments on the content of the Plan itself, including factual statements, issues raised and suggested recommendations. The DGEIS Public Hearing focused on comments pertaining to the potential environmental impacts associated with the adoption of the Plan, and the contents of the DGEIS.
First Public Workshop
As part of the Comprehensive Plan planning process, the County hosted a public workshop on December 2, 2009. The workshop was a very well attended meeting, with approximately 130 engaged attendees who enthusiastically shared their ideas and experiences. The workshop was a successful first step in the public participation aspect of the Plan.

Second Public Workshop
The second public workshop on the Rockland Comprehensive Plan was held on April 15, 2010 at the Palisades Center Mall in West Nyack. About 70 participants attended the workshop in which the next few draft chapters of the Comprehensive Plan were reviewed. These draft chapters were Transportation, Natural and Environmental Resources, and Parks and Open Space.
The Honorable Harriet Cornell, Chairwoman of the Rockland County Legislature, and Salvatore Corallo, Rockland County Commissioner of Planning and Public Transportation, kicked-off the workshop with introductory remarks on the importance of the Comprehensive Plan and public participation. BFJ Planning followed with a presentation that included a overview of the Plan process, previous draft chapters, and review of the new draft chapters. Participants of the workshop then split into roundtable discussion groups corresponding to the draft chapters reviewed, as well as a General Issues table that was open to any planning related issues.

Third Public Workshop
The third public workshop on the Rockland County Comprehensive Plan was held on June 9, 2010 at the Palisades Center Mall. Topics covered included Economic Development, Housing, Demographics, Aging Population, and Historic and Cultural Resources.

State Environmental Quality Review (SEQR) Scoping Session
Pursuant to the SEQR process, the Rockland County Legislature held a public scoping session on Monday, May 24, 2010 from 3 pm to 5 pm and 7 pm to 9 pm in the Legislative Chambers at the Allison-Parris County Office Building located at:
11 New Hempstead Road
New City, NY 10956
Scoping is not a requirement of SEQR, however this process identifies the topics that should be covered by the Draft Environmental Impact Statement (DEIS) and creates a formal outline for the DEIS. As a result, the DEIS is concise and focused on the significant issues.

Final Public Workshop
The fourth and final public workshop on the Rockland County Comprehensive Plan was held on September 15, 2010 at the Rockland County Fire Training Center, located at 35 Firemens Memorial Drive in Pomona, NY 10970.

Rockland County Comprehensive Plan and FGEIS
The Rockland County Comprehensive Plan and Final Generic Environmental Impact Statement (FGEIS) are available for review.
The Comprehensive Plan was adopted on March 1, 2011 at the Rockland County Legislative Chambers, located at the Allison Parris County Office Building, 11 New Hempstead Road, New City, New York 10956.

Public Hearings on Draft Comprehensive Plan and DGEIS
A public hearing on the Draft Rockland County Comprehensive Plan was held on December 20, 2010 at 5:45 p.m. at the Rockland County Legislative Chambers.
A public hearing on the Draft Generic Environmental Impact Statement (DGEIS) was also scheduled for December 20th at the same location as the Draft Comprehensive Plan Hearing, at 7:00 p.m.
A full copy of the DGEIS and Notice of Completion can be found on the SEQR page. The DGEIS is intended to provide the Rockland County Legislature, the public, and other agencies with an understanding of the type of potential environmental impacts that may be associated with adoption of the Rockland County Comprehensive Plan.
